Aims: To bring a service user/carer perspective to adult community care service evaluation - for review and Best Value purposes. The method framework employs a criteria that is relevant to disabled people who want to live independently.

Research project description: Consumer audit provides a user perspective to the evaluation and monitoring processes that shape and review community care services. It supports the development of needs-led, rather than resource-led services. The framework method is based on the Social Model of Disability and designed around twelve basic 'enablers' defined as necessary to provide independence and control in the lives of people with impairments. The method is a peer support questionnaire and interview approach.

Description of public involvement in research stages: Auditors are recruited from consumers of community care services often through groups. They accept to join our accredited (OCN) training programme - and are then involved in every stage of an audit with the exception of report writing.

Training and support provided for either members of the public or researchers involved in the project:

Examples of ways the public have made a difference to the research project: They add questions to questionnaires that professional would not see as important. Consumer auditors (service users/and carers) ask about respect, dignity, convenience, outcomes (positive/negative) etc.
